Established by law N ° 2015-538 of 20 July 2015, the SRE aims to offer Côte d'Ivoire the opportunity to benefit from the entire value-added chain and boost the processing of agricultural raw materials. The objectives behind its creation include the improvement of producers' incomes and the guarantee of product quality and availability.

The system also aims to facilitate access to credit in a sector that is not popular with bankers, usually. It integrates the initiatives deployed by the government as part of its plan for the development and processing of agricultural raw materials.

Under this system, a storage receipt is issued in the name of an applicant (a farmer, a group of farmers, a processor or a trader) to certify the deposit of a particular commodity in the quantities and the quality indicated at a given location. The holder of the receipt may pledge it to a lender (the deposited merchandise used as collateral for the loan) or transfer it to a buyer (through a sale).
